1.           You are hereby invited to be a Bidder in the Tender described in this Letter and the enclosed documents.  The Gambia Public Procurement Act defines a Tender as a type of Bid and anyone submitting a Tender or other Bid is known as a Bidder. Under the Tender process, there will be a public opening of all bids received at the place and at the time stated in paragraph 7 below. 

2.         To enable you to submit your Bid, please find enclosed the following documents:

  1. Bid Data Sheet;
  2. Qualification Document Questionnaire;
  3. Technical Specifications;
  4. Drawings;
  5. Bill of Quantities;
  6. Draft Contract;
  7. Security Forms;

3.         The works to be effected shall be performed at The Gambia Standards Bureau National Metrology Laboratory Complex at Abuko and the required time for the performance of the works is six (6) months commencing on the date of contract signing.

4. (a) The deadline for submission of inquiries and for requests for clarifications is 24th  March, 2022 at 4 PM Gambian time.

    (b)  A pre-bid conference will not take place. 

5.         The Bidder shall bear all costs associated with the preparation and submission of the Bid and such costs will not be part of the Bid price.

6.         The Bid shall be written in English. A complete set of Bid documents may be purchased upon payment of a non-refundable fee of D1, 000 (one thousand dalasi only) by interested Bidders within the bidding period from the procurement unit on the submission of a written application. 7.         Bids must be signed by the Bidder or a duly appointed agent and submitted in the number of originals and copies stated in Articles 7 and 8 of the Bid Data Sheet, marked as such and send to the Director General, The Gambia Standards Bureau at Kotu East on or before 11 AM Gambian time on the 29th March 2022.

8.         Bids must be accompanied by a bid security of 2% from a bank. Bid securities from insurance firms or cash deposits shall not be accepted.

9.         Bids will be opened in the presence of Bidders' representatives who choose to attend at 11:30 AM Gambian time on the 29th March, 2022 at the Board Room, The Gambia Standards Bureau.

The Gambia Standards Bureau Act of 2010 established the Bureau as the sole National Standards Body of The Gambia with the goal to standardize methods, systems and products produced or consumed in the country.  In addition to Standardization, one of its core functions is to certify products for conformity to standard specifications. In order to fulfill this function, Section 5 sub-section D of the Act mandates the Bureau to specify a Standard Mark called The Gambia Standards Bureau Certification Mark. 


According to the International Standard for Bodies Certifying Products (ISO/IEC17065:2012), the Bureau is required to issue attestations to product certification clients that have been certified using its approved Standard Mark of Quality.  The Bureau has set up a Certification Body (CB) with a Product Certification Unit to undertake the certification of products.  As a first priority and in response to the national stakeholders’ needs as well as the broader ECOWAS Regional Quality Infrastructure, the Bureau has defined a Product Certification Scheme for Bottled/Packaged Drinking Water.  It is in this regard that the Bureau is undertaking the design and production of its Standard Mark of Quality that would be issued as an attestation on bottled/packaged drinking water products that meet the requirements of the National Standard on Packaged Drinking Water.
